I can also second the reply that VW (my only experience) sumps in the tank are very complex. They are usually plastic affairs that include a big SS strainer and later ones include a pump so they don't have to gravity feed the main pump. In both my conversions I added a small external header tank. In one case I made it myself out of a Bernz propane cylinder that was gravity fed from the main tank. I could never get it to work right. Ended up using a small plastic tank designed by VW and used on all 16V Sciroccos. For what it is worth I weld SS all the time with my wire welder and usually use plain old steel wire. Obviously the joint can rust but that is not much of a prob here in LA. I weld on gas tanks by flushing them out with hot soapy water, drying in the sun and blowing air inside from a backwards vacuum cleaner while drilling/welding.
