Here are power measurements made with my ICOM IC-703, which has all the current mods. The free band mod is ala MODS.DK, not the addition of a diode for 60 meters. The instrumentation (if you can call it that) was as follows:
	Power supplies: Radio Shack 13.8 volt 3 amp regulated linear supply 
        (RS 22-504), Alinco DM-330MV 0-16 volt 32 amp regulated switching supply
	Dummy Load: MFJ-260 300 watt intermittent, 50.3 ohm 
        Power Meter: MFJ-971 Portable Tuner on 30 watt setting (I found the  
        6 watt power setting to be more inaccurate.)

The IC-703 settings were as follows:
Power Save-Auto, Back Light-Hi, Key Light-Lo, Light Timer-Auto, LED Bright-Lo, Tuner-Off. Keying was via PTT when in RTTY mode.

The IC-703 consumes about 500 ma on receive with the Back Light on Hi, about 450 ma with it on Lo, and about 410 ma with it off, all regardless of input voltage. The IC-703 goes to low power (5 watts) when the supply voltage drops to 11.5 volts and the Back Light goes to Lo on transmit.
	
While the transmit power settings are discrete (H, 9-1, L), the actual power output range is continuous. In the table below I have tried to show the range of power outputs for each of the discrete power settings.

As shown here the power consumption varies for a given power output, depending on frequency. The variation shown in Pout Actual may just be an artifact of the MFJ-971. Pout Indicated was 10 in all cases.
