Overview: Several techniques including CELP can now attain high quality speech for telephone bandwidth transmission at 16K-bits. However, all of these techniques require a coding delay of 40-60msecs which is unacceptable in many applications. ITU-T (formerly CCITT) Recommendation G.728 defines the standard for a low delay CELP coder which achieves speech quality equivalent to or better than that of the CCITT G.721 ADPCM 32k-bits coder and has a coding delay of only 2msecs. Ensigma have implemented the floating point G.728 standard on a single TMS320C3X device.
