Question: Customer keeps getting "Invalid COFF file/magic number = C1" error. :

Answer: He is probably using the new COFF assembler which uses a slightly different format than the old assembler which is what the DSK understands. Use the -v0 switch with the new assembler to produce the old COFF format which should work fine.
