Question: Please let me know whether or not the TMS320C80 CLKOUT (50 MHz) signal is always active. I am using it to drive some other circuitry, and need to know that the signal does not disappear during the C80 Reset or any other condition.

Answer: As long as there is a CLKIN and Vdd/Gnd are connected you will have a CLKOUT.
