Question: Program waitstates and for some reason it's not giving the wait states. Somewhere customer is losing a wait state. Only a problem when write to something not reading. seems to skip the 1 position. Running at 20 MHz.

Answer: A write uses 2 bus cycles, thus 0&1waitstates on a write = 2bus cycles 2 wait states = 3bus cycles 3 wait states = 4bus cycles, on so on.. Wait states are not inserted when a operation takes more then 1bus cycle.
