Answer :
In the most of 54x designs, we have additional logics to minimize these pull-up/pulldown resistors. Here is a brief suggestion for a particular 548/9 target system design.

Signals Required pull-up/pulldown

• Address bus None
• Data bus None
• Interrupts Pull-up with 10K Ohm if unmasked
• HOLD_ / READY Pull-up with 10K Ohm if not used BSP pins
• None if not used HPI pins
• None if not used Emulation pins
• None except EMU0/1 EMU0 pull-up with 4.7K Ohm EMU1 pull-up with 4.7K Ohm
