Provincial Distribution of Licences
The Northern Province, Mpumalanga and the Free State are the provinces which requested and were granted increasing numbers of licences over the years 1994 to 1998. Applications from, and hence approvals to, the remaining six provinces either stabilised or decreased during this period. The Western and Eastern Cape are experiencing the decreases while Gauteng, the North West Province, the Northern Cape and KwaZulu-Natal are stabilising. In most provinces, the numbers of people being refused licences are increasing.
The province which received the highest number of licenses between 1994 and 1998 is Gauteng, having received 36.5% of licences granted during this period, followed by KwaZulu-Natal, which received 13.5%, and the Western Cape which received 12.4%. The graph below illustrates the total numbers of licences issued to each province for the period 1994 to 1998:
