In 1994, the Western Cape had the second highest number of licence approvals and KwaZulu-Natal, the third. By 1998, the situation in these two provinces changed to the extent that they had swapped places. Gauteng experienced a decrease in licence approvals between 1994 and 1998 but still has the highest overall number of licences. Although the Northern Cape has made the fewest applications and received the least overall number of approvals, in terms of its licencing rate (number of approvals per 100 000 of the population), it is in second position. The chart below provides a breakdown of licences granted per 100 000 of the population for 1998 per province:
